I hope you mean custom indicator.
To create an ma indicator, add a TI icon, then in the advanced formula select average, in the advanced period select period - this is the ma period. In the formula use the input for the moving average (price and shift), i.e. for ma of current close price use Close[i]
You can also use the indicator button, just click it and add an ma indicator (with this option do not use the advanced formula and period described above)

Probably the indicator scale is different to the pair scale so you won't see it on the screen. i.e. you are plotting a number like 10 but the range for the pair is 1.4 to 1.5 - MT4 shows the range for the pair
Try changing the indicator to plot as a separated chart (in the START icon)

In the indicator builder, click on the START icon. It has only one option, change it.

Anyway why do you want to create a simple indicator that already comes with metatrader?

If you want to add the shift to ma, you need to create the indicator clicking in the indicator button (look for the ma indicator and set the parameters period and shift) Do not use the advanced option and period in this case - if you use it, you will have a ma of a ma.
MInd you the shift we allowed is positive bacause a negative shift moves the chart to the left.
Shift = -30 will plot the ma in the bar 30 bars ago from the current bar. So you do not get any signal in the current or previous bar (or the previous 29 bars). For us it does not make sense to create such indicators so we restrict shifts to positive values.
In my opinion, just use the ma that comes with mt4, there you can put the -30 shift and have an ma that plots in all but the last 30 bars.
