Hi there, I'm lost as to how I define the high for a particular period. Ie. the high and low for 11:00 - 13:00. I am needing to write an indicator such as this for a breakout strategy. Any help would be much appreciated.

You can create an indicator that gives you the high or low for the last two bars (1 hr bars from 11 to 1 is 2 bars) but you cannot define a time rage since it has many implications like:
what is to be shown before and after the time range 0 would it show previous day info - will reset every day...

If I understand what you have said correctly, yes it resets everyday. Also, what is shown is a horizontal line forwards until the next day Ie. from 13:00 (7/17) - 11:00 (8/17). Anyhows, could you suggest another route of logic to accomplish this??

The issue with indicators like the one you posted is that only show visual signals, you cannot use it in expert advisors. Those indicators are built to show signals and the part to send the signals to eas was not included. You cannot import it into the strategy builder

The only solution is to find such indicator but well written (sends signals to an ea).
