Hi

I have a strategy where it opens an order once the ea exceeds the high of a previous bar. The problem is that there is not time limit for this, so I want to use a pending order.

How do I do it so that when a bar closes a pending order is set at its high or low?

Not sure how you want to use a time limit here to create your expert advisor. Maybe you want to check the Time icon.
In a pending order you get to manage the Offset (if you Buy, you do it at Ask + offset in pips) so you must control it using the TA that executes the pending order.
