I want my EA to place a trade based on the position of the SECOND tick on the new bar that is forming relative to the previous candle's open or close. How can I code this using SB or Indicator Builder?

You will need to go into the code that counts bars and add a tick count after a new bar is created. You need to write code for it since it is not standard.
In mt4 the standard is to trade with the first tick, or to trade every tick
