How can I import an indicator into the Indicator Builder so I can tweak it? I have both the .ex4 and .mq4 files.

You can import existing indicators to use their signals or to use them creating new formulas. If by tweak it you mean change the indicator you cannot do that. You can only change indicators created with our tools.
To import the indicator click on the indicator button and look for custom, then import
